Like a TV, it "uses" a very small amount of electricity to power a small LED all the time, but this is actually to help it use up less energy after things are unplugged, and to indicate that the surge protector is working. I'd say the energy slip is pretty negligible though. Probably uses less energy than your lights and ceiling fans use in a few minutes.
