“The HDMI ports are "out" on my TV according to Comcast. This results in picture but no sound when TV is on but I get sound if I play a DVD? Would this box fix my problem with the two HDMI ports out on my TV? Not a techie, TV is LG. Thanks”

The HDMI from your Comcast receiver is output going to the HDMI input of your tv! I could give a better answer if I knew your setup! The answer to your question is No!
