It converts lower quality video format (RCA video), to HDMI - so I can watch my old VCR tapes on my newer flat screen. I consider this “converting up”. Sounds like you want to convert a higher quality video format to work on an older, lower quality device - I consider that “converting down”. 100% sure there’s a device to do this, but not this one.
