Will this work with sasung hub r2? null

yes, it is supposed to — however, the current iOS 11 for an iPhone will not connect until they ( Best Buy) updates its insignia connect app to work with OS 11 (to date: 11/2/17). I'm still waiting to connect 3 smart plugs! Hopefully they will update it soon!

I don't know if this plug is compatible with Samsung Hub: it works stand alone using the Android or Iphone App. You can also control it with Alexa and Google Assistant.

you can route through many hubs, it excepts just about all on the market as of now, or you can run without, it does not need a hub
