If you are looking to connect the JCA153G to your phone via USB-C and an HDMI cable to a TV - yes, this will work. If you are looking to connect the USB-C end to the camera and an HDMI cable to a TV, no that will not work.

Additionally, I cannot think of any cell phones that would allow for connecting an external video camera. Would most likely have to just use the built-in camera of your phone to live stream over Facebook Live, etc. Hope this helps.
