The only way to affect the fan being on or off is to chance the power management options. In Windows 10, right click on the Windows icon on the lower left corner of the task bar and select "Power Options". Once it shows onscreen, select "Balanced (recommended)". If that option was already selected, then try selecting "Power saver". That should reduce the fan noise as well as how often the fan turns on. However, I will warn you now that selecting the "Power saver" option will cause your laptop to run slower as it is making the CPU and integrated graphics processor run at lower clock speeds.
