• Yes, a good universal remote can operate the sound bar. Generally there is a list of codes for each manufacturer to program into a universal remote. You can find these online by Samsung or the universal remote manufacturer

• I have a Samsung TV and I didn't have to do any pairing to control the volume it just happened automatically. When you turn the volume on your TV up or down the sound bar will also turn up or down.
