“We just got this oven and went to use it for the first time and the top seems to work OK but the bottom oven turns off in the middle of preheating no matter what setting it’s on and want to preheat past a certain temperature, was installed correctly. Help”

I would think that there is a malfunction if the top is powered. You should probably return and get another unit.
