As far as I can tell, the main difference is that the tabletop model, RE6500, has 4 Ethernet ports while the one that plugs into the wall, RE6700, only has one Ethernet port. These ports allow you to hardware devices like SmartTVs and Rokus/AppleTVs/Firesticks to the extender with an Ethernet cable, maximizing bandwidth by replacing one of the wireless connections with a wire. If you only plan on using the Wi-Fi radios to connect your devices, they should be functionally the same. They both provide dual band (2.4GHz and 5GHz) 802.11ac Wi-Fi connections with 867 Mbits/sec maximum throughput.

Wifi is not only subject to decreases in connectivity and bandwidth, depending on the time of day, radio noise from outside your home (nearby cell towers, radio stations, etc) can wax and wane in power and therefore interference levels. The powerline is tantamount to wiring directly between your equipment and your internet router or modem, so is unaffected by radio noise. It'll work or not work, not these shades of grey that wax and wane. Depending on the wiring layout of your home, it's not 100% guaranteed that powerline networking will connect the room your router/modem is in with where you want to bring it.

Sorry, there was a problem. The wifi extender received the signal and broadcast the signal through your house withing its capabilities. The powerline requires a cat5 connection, it does not transmit a wifi signal and it has to be close to your computer in order to connect via cable. The wifi extender offers the ability to connect from anywhere in your house.
