• It is made to optimize your Internet service so if you have streaming service such as a roku device and want to stream with services like netflix or hulu yes it is possible but mainly this increases your Internet speeds and prevents bog down to allow you a better expierence for multiple devices like streaming gaming downloading or surfing

• no. this is a device to connect things around your house to the internet. If they don't already have a need to connect to the internet then this will not help them.
