I just hold the off button down until everything goes off. And if it gets a little cranky I change the batteries. Or just push the help button and it will usually fix it. Just make sure you point it at the TV until you get what you want.

Geek squad technician instructed me to click and point Alloff button to turn off TV . And to watch Tv button until it transmit signals. keep the remote pointing to system. Please try above instructions. 
If you still have problems , then Help button assist to resolve problems automatically.
