No. You're thinking of older-style batteries that had "memory" issues. Newer ones like the ones in this remote don't and therefore I always put mine back in the charger after use. This is my third Logitech Harmony remote in 20 years and with each one the batteries have kept their performance for the useful life of the remote. I used the first one for 12 years and never experienced any battery issues.

Li-ion battery life and lifetime are usually unaffected to any great degree when they are continuously connected to a charger, nor do they display a "memory effect" like NiCads.
