• The NVR is not quite, but also not too loud if contained within a closet or cabinet. Yes the NVR runs 24/7 and hence the fan.

• It's loud enough that you wouldn't want it to be placed in your bedroom.

• Yes the fan and hard drive run all the time. Louder than desktop computer. About the same as a box fan on low.
