It looks like it’s not possible. I have a late 2013 iMac and want to do the same thing. I got this from Macrumors forums, Connecting Mac mini to iMac as display “ I have an older 2011 iMac running High Sierra that I still use for Target Display Mode. I’m not sure what to try next. A: Yes, if you downgrade the 2012 iMac to High Sierra (Mac OS 10.13) it should work as a display for your Mac mini. You will need the Thunderbolt 3 adapter and Thunderbolt cable. It will not work with HDMI.
