“Will the deep fill option work with any setting or only when using the PowerWash? I selected it on both the normal setting and again tried on the wrinkle setting, but the water barely covered the clothes rather than filling to just under the agitator cap”

If you select BOTH the DEEP FILL option and the BEDDING option together your washer will fill almost to the top of the agitator during wash and rinse cycles. Use this for large loads or smaller loads where a deep fill is desired to insure very complete rinsing of detergent residues.
