This is just the strap and yes two units are required to be able to play together

yes, need to buy two separate units if you want two people to play together at the same time.   If you alternate, then only one is needed.

Yes. It is an unfortunate downfall. You will need to buy 2 to play multiplayer. AND pay for the game twice

You will need two Oculus Quest 2 headsets to play together. 
 
This link is to an optional headband that secures the headset to your head better than the original straps
This headband is also more convenient to adjust when more than one person uses the same headset
