The copper is the heatsink that helps cool it down while at operating temperatures, just like the radiator in your car. It dissipates heat. The green "plate" is the actual GPU (graphics chip) that powers the card. The white paste is thermal paste, it's there to help the heatsink have more surface coverage on the chip. If you remove it, you will need to replace the paste before reassembling the card and powering it on. Best Buy sells it in the PC components section. Just the equivalent of a grain of rice in the middle of the chip is more than enough thermal paste.

Please try again later.yes, its the thermal paste to cool down from the two metal plates and to clean it just use a alcohol wipe but remember when puting it back together after cleaning it you will have to add a new coat of thermal paste (you can get on amazon, newegg, probably your local hardware store)
