dose this need a phone, and dose in need wifi? null

From what I read you download an app that has all the games on it and bluetooth your phone or tablet to the headset and you can pick your game from the app. There are supposedly 100s of games to choose from plus if you have movies on your device you can watch the movie with the headset. You can YouTube it and watch people explain it.

Yes when you turn on the oculus there's going to be a message telling you to download the oculus app on your mobile phone this will setup the headset through Bluetooth. Yes Just like any device you need Wi-Fi if you want to use your favorite apps.
