The quest doesn't require a PC to work, just a device to access the oculus store for the setup process. If his laptop can run VR games, the quest can also play VR games meant for the oculus rift and rift S. He just needs to connect the quest headset with the Oculus Link cable. Not many laptops can do that so be sure to check the minimum requirements for those games first.
