• Yes. Oculus has a whole developer kit that you can download for free. You have to set up a developer account and put your Quest into developer mode so that you can load your apps on to the Quest for testing, but it's not a difficult process and a lot of folks do it for access to unofficial games. Google "Sidequest".

• Yes, Just download side quest, turn on developer mode on quest app, and drag the game file in the file area.

• A couple of days ago, Unity said they will be adding Quest support sometime later this year.

• Yes, oculus quest allows you to enable developer mode and through unity or unreal make or finish a vr game with the free oculus tool kit. And plugs into pc via usb c usb a cable to view your progress in headset.
