Yes. Oculus has a whole developer kit that you can download for free. You have to set up a developer account and put your Quest into developer mode so that you can load your apps on to the Quest for testing, but it's not a difficult process and a lot of folks do it for access to unofficial games. Google "Sidequest".

Yes, Just download side quest, turn on developer mode on quest app, and drag the game file in the file area.

A couple of days ago, Unity said they will be adding Quest support sometime later this year.

Yes, oculus quest allows you to enable developer mode and through unity or unreal make or finish a vr game with the free oculus tool kit. And plugs into pc via usb c usb a cable to view your progress in headset.
