“If I order this would it come as a whole set with cables and the sensors that go around the room? Still new to VR so correct me if I am misunderstanding something.”

The rift S has inside out tracking, meaning that you will not need to set up any outside sensors. There is only one cable that extends from the headset that has the USB 3.0 and display port contained therein. Other headsets like the Valve Index and HTC vive require external tracking base stations to be powered and connected to your PC.
