The level of the source (input) is at different levels (volume) coming into the receiver's amplifier circuits and therefore require adjustment of the master volume control to be at the same sound pressure level. This is not a defect. Your Bluetooth signal is obviously weaker. You may be able to increase the volume on your Bluetooth device to even up the volume setting between your CD player and Bluetooth levels.
