• No. But Apple HomeKit software talks to Hue hub (via WiFi) and Hue hub talks to Hue bulbs via ZigBee low power mesh network. Apple HomeKit works with and auto synchronizes with Hue app. Hue bulbs function as dumb, non dimmable LEDs right out of the box. If you buy (or get in kit) the wall switch, I think you can turn the bulbs on/off and dim them, but nothing more. Later, when you add bridge, you get a zillion new functions.

• Unfortunately, no. The light bulbs have no way to “talk” to your phone without the hub . Also, the hub connects to you home WiFi allowing you control the lights with either Apple HomeKit or the Philips Hue App.
