The lights must have power going to them to be operational. If you want to control them from your phone app, then you would leave the wall switch in the "On" position all the time. However, you can use the wall switch to turn the lights on and off if you like. We do it both ways.

Our bathroom has two overhead bulbs, that can either be operated by Alexa or Hue app, or in a pinch by switch. If bulb “off” in app, power cycling at switch resets it in on.

You can also set up a routine in the Hue app if you want them on/off at specific times or relative to sunrise/sunset (i.e. turn on 30 minutes before sunset and off 30 minutes after sunrise).
