You'll always need to have your new Ring connected to your home or businesses WiFi in order to access the Ring applications camera video recordings. The solar panel only facilitates power or the recharging of the Ring camera's batteries. By the way, I have solar panels connected to both of my Ring cameras with dual batteries installed in each and the Ring camera almost always maintains a 90%+ charge state. Great device, hope you enjoy yours.

The camera comes with one rechargable battery, which supply power to the camera. The solar panel on the other hand, provides an alternative and uninterrupted means of recharging the removable battery pack (versus having to physically unmount the battery to recharge it). It’s good to have and install the solar panel so you won’t have to climb up to access the camera and unmount the battery for charging every few weeks. 2. The video and image recordings are save to a cloud storage owned by the company. You must pay for a monthly subscription to have your recordings saved to the cloud and in order to access them if and when needed ($3 per single device, or $10 per whole household irregardless of how many ring devices you have and wants monitored). This is the only way to save and access your footages. Ring provides a free 30-day trial subscription on new products so you can see how it works. During this free trial period, you’d be able to access recorded footages for free. you must subscribe afterwards to continue having your footages saved to the cloud and for you to have continued access. 3. The camera must be connected to a wifi in order for the device to save the recorded videos to the ring cloud and for the user to have the ability to access these footages from their phones or another device such as a laptop, tablet, or echo. This is the same, if you just want to access the “live view” function of the camera. In summary: 1. The battery pack/solar power powers the security camera. 2. The cloud stores video footages and is a paid subscription. 3. Wifi provides a means for your phone to access the security camera and recordings.
