The accurate and current measurement of the RF220NCTASR is 21.8 cu ft, and the estimated operating cost is $76 per year based on Energy Star's standards which were updated in September 2014. It's possible the other capacity and cost estimates you've seen were based on the prior standards. The Refrigerator itself didn't change, but the new information reflects actual usable space (e.g., without the ice maker) and energy use to maintain a lower temperature.
