After changing the filter in your RF28HMEDBSR, you'll need to reset the Filter Indicator light by pressing the Alarm button for at least 3 seconds. The light doesn't reset itself automatically.

Regarding the water temperature, the water from the dispenser should be cooled to the refrigerator temperature. If the water is not cool, it may be because at least some of the water from the refrigerator's reservoir, which holds about two liters, has been dispensed. Each time water is dispensed, the tank refills with water that is the temperature of the water in the source pipes. Therefore, even if you used only half of the chilled reservoir supply, the temperature of the next glass after the tank is topped off will be somewhere in between the source water and the fridge temperature.

If you'd like your water to be colder than the temperature of the refrigerator, you may need to add ice.

If you read the manual, you need to reset the filter light on the door panel switches.
