No, the Gear Fit 2 is a wearable piece of Tech, where as the Note 2 is more of an entity of it's own. 
The Gear Fit 2 is more of an accessory to your device, where as the Note 2 is a device on it's own.
If you want to be able to check on your phone without having to pull out your phone, the Gear Fit 2 is for you.
It constantly checks your heart rate, and tracks your steps, and monitors your activity. It has a nice GPS feature to it too.

You can't make calls on your Gear Fit 2, you can't start conversation text from your Gear Fit 2.
