• Yes, it will! I myself have a CyberPower PC as long as you purchased one that includes "VR-Ready" in its description. You'll need to install Windows Mixed Reality for SteamVR and SteamVR tool itself to get it running, very simple.

• That depends on the hardware in the PC, brands don't really matter, its the level of hardware in the machine. Check the minimum system requirements and compare them against what's in your PC.
