Yes. It comes with a DisplayPort cable which will give you full 4K.

It includes HDMI and DP cables which will do so - but that depends on what you need to plug it into. On most recent Macs, for example, you'll have to buy an adaptor or a cable. I bought a Thunderbolt to DisplayPort to get the max my Mac would support (2560x1440 - higher than I get on Thunderbolt to HDMI - which only gives 1080p), but yes, to do either, you need an adaptor or cable that doesn't come in the box.
