Thanks for the question. Each bracket should be installed with a total of four screws: two at the top attaching it to the dryer; and two at the bottom attaching it to the washer. It is usually necessary for one person to lift up on the dryer in order to align the holes for the screws while another person screws them into place since the tension created by the weight of the dryer resting on the bracket helps to stabilize the units and prevent the wobbling. The screws should also be screwed in all the way; it's difficult to tell from the picture you attached, but it looks as though the screw is only partially in place. Please also make sure the long plastic brackets are in place on the sides of the dryer so they help to support the dryer as it rests on the washer; this should also help to prevent movement of the dryer during the washer's spin cycle.
