No there is a SIM card that comes with it that can be set as for power it plugs into the cigarette lighter port unless you buy the hardware kit.

No. You can hard wire the dash cam with an extra wiring harness that doesn't come with it. It comes with a DC power supply with 6 feet cord so you have to plug it into your cigarette plug.
