Yes there is a way to turn it off and on. Go to control panel, and click on Devices and Printers. Then click on Device Manager and scroll down to Human Interface Devices. Click on that and select HID-complaint touch screen. Go to the Driver tab and select Disable/Enable and click OK.

There isn't a way to manually turn off the touchscreen but it could be a corrupt driver issue. Please call Toshiba tech support at (800) 457-7777 and they will troubleshoot the problem.
