Yes, all you need is the 3 wires to connect it. It can control the outlet by either a smart app, or the button on the switch. You do not need to install a smart plug on that line then. All you need to do is either install a smart plug to control the lights. Or just the smart switch to control the non-smart outlet. If you installed both, you'd have to turn them both on to work.
