Hi. Yes, this device can be activated in that area.

I think the only way to get an answer to that would be to look at the Tracphone website to see if they sell it in that zip code, though they did not sell this phone on their website for my area YET when I bought it. So, if you want a phone that isn't on their website for your zip, best to buy it from a vendor located in that zip code who is selling it as a tracphone, or call Tracphone (there is a customer service number on their website),OR see if Best Buy or other vendors in that zip code are selling the phone as a tracphone. There really is no way to guess.
