If you add money using a debit/ credit card they apply taxes and 911 fees every time you add money and it's roughly 2.50 per $20. If you buy a refill card at a gas station or Walmart for example you might not have additional taxes depending on the state or establishment you purchase your refill card from. But $45 is Verizon's flat rate. It is unlimited calling to any phone in the continental US

You can buy reload cards, or pay at Verizon it's $47 and change at the counter and at the kiosk it will be $48 cause it goes in whole dollars. Each plan comes with a certain amount of GB data per month. I use the $45 it comes with 2gbs a month, but if you use Wi-Fi it won't touch your data. Also Verizon has an option to purchase extra data that lasts 90 days unless you use it all before that. Every month you get your 2gbs and your extra data goes with. The extra data don't get used until your 2gbs are used up first
