No, it will not work because the cable box USB port is not active for recording.

Check with the manufacturer for specs and see if there's a limitation on your model on the max size it supports. Some things like older routers and TV's can only see 1TB drives at the most.

I don't see why not. Standard USB 3 powered external hard drive.
