• I don't know what that is, but the Echo can access it and turn it off and on.

• I believe you would need the Harmony WiFi bridge for that. (About 90% sure).

• I see online that people use the Stringify app to manage the harmony and wemo.. but by itself, the Harmony does not seem to have a 'button' for wemo. the only way I've done it is with my Amazon Alexa to issue separate voice commands.
