“Why doesn’t my wemo smart plug turn on my fan or sound bar, but it will turn the fan and sound bar off after I’ve turned them on manually? It makes the sound as if it turned the device on but the device itself doesn’t turn on?”

It is a problem with the equipment. Some things work well by turning on and off the AC somethings don't.
