“I have noticed that every time I run a delicate cycle with 4 or 5 thin shirts in the load with an extra rinse there are areas on the clothing that never got wet. Is the deep fill my only other option? Way too much water for a small load.”

Yup. It senses how much water it needs, so a "deep water" wash will give it a little extra water.

Due to the high spin speeds of the washer it is normal for there to be some dry spots on the clothing after the cycle is completed.
