Possibly, but pairing might be a pain for that. Basically you connect your smartphone to Wi-Fi, then generate a QR code and point the Arlo at it. Easy enough to do once if you can leave it, but might be a bother to do for different places.

Now if you wanted to be resourceful, you could get a cheap router that has WPS and have that act as a wireless Access Point (you would have to configure the router to use this mode) to connect to the free WiFi there and connect all your devices to that router and have your own personal firewall protecting your devices. Then you could use WPS to connect the Arlo Q to the router.. Of course all this is assumed you have a power source to plug in the router such as a generator or utility power source.

So, I guess I would look at it this way, if you're able to stream movies then you probably will be able to Arlo Q to work, if you don't then it probably won't work.
