No you can not. You need internet at house where the switch are installed to communicate with the world/you.

Please try again later.Hello, In order for the switch to be controlled we must go through the setup process where the switch must be connected to the internet through the building/home wifi signal, but your phone does not need to be connected to the building/home wifi internet, once the switch is configured your phone can be connected to either a different wifi network or a cellular network.
