You should be able to. One thing to keep in mind is that the Surface Go only has USB C ports so if you want to tether via cable you'd need a USB C to Lightning cable (Like this one: https://www.apple.com/shop/product/MQGJ2AM/A/usb-c-to-lightning-cable-1-m )

Yes, you can use it via your iPhones mobile hotspot.

If you have hotspot tethering on your phone through your carrier, yes it works. That's how I use mine, through my AT&T hotspot on my phone.
