While you can download any Window application to the Surface Go (after getting out of the default S mode that limits you to the Windows Store), you could try running games on this that fit the specs you're describing here: the 2GB of RAM - easy; since its Windows 10, it easily handles the Windows 7/8 requirement. The graphics is where things are uncertain. While the Surface does use a fairly decent graphics processor, I can't comment on it's memory usage to compare against your 256MB. Based on the specs you listed which seem to be about 5 - 8 years old, i think you'll be ok here.

However, out of the box Windows 10 is set to S mode and will not allow non-Microsoft Store apps to run. You can change it from S mode to desktop mode (but cannot easily reverse this change) in order to run any desktop program which meets system requirements.

Whenever you are looking to download a program, simply compare the specs of the device to the program requirements you wish to download. If it helps, Surface Go runs Windows 10 S, and has plenty of Ram for what you're asking, however it does not have a DVD-ROM drive. Also, Windows Media Player 9 requires Windows 2000, Windows XP, which this device does not have.
