The Surface Go has qualities of a smaller more portable laptop. In combination with the Surface Go Signature Type Cover, this transforms from a tablet to laptop experience. In regards to Adobe Flashplayer, just be sure to compare the system requirements of the software to the specs of the Surface Go to be sure it will run. Yes it can run flash. 
It is a PC. It is running Windows 10 S mode
Stylus not included.

1. The Surface Go starts in Windows 10 S Mode. You can easily unlock to Windows 10 home and it's free. This will insure that you can run Adobe Flashplayer and other non Microsoft programs that a standard PC would be able to run.

2.)The Stylus pen is not included. you would have to buy it for $99 dollars.
