I have AT&T and this phone works as a hotspot for my daughter's iPad. I had to drop my unlimited data plan to activate the hotspot feature, but it works great.

When you put your phone in hotspot mode, it will typically ask your provider, ATT in your case, if you're authorized to use the hotspot functionality. If so, the phone fires up the hotspot and away you go. If not, you'll get a message on your phone saying your current plan doesn't support the feature or something similar. If you really want the functionality, I believe this phone can be rooted which usually allows for a setting tweak to be made to your phone which prevents the phone from "asking" if it's ok to use the hotspot. However, rooting your phone requires a pretty thorough understanding of computers and command line usage so it might not be a legitimate option for you.
