You will need to setup internet service with your telephone provider. So if AT&T covers your area you'd call AT&T to get internet service. AT&T will then activate internet on your phone line. This modem then allows you to access the internet provided by AT&T using your telephone line. However, the service provider (AT&T in this example) will send a technician to install their equipment as part of the internet service anyway. This modem would be for people who want to own their equipment rather than have AT&T equipment in their home. (Note: AT&T is just an example provider. Verizon is another example. There are other providers too.)

Yes, you do need an active line that a provider deems "active" to effectively use this device to access the internet. This device is a combo deal, it acts both as a modem and a router. But if you already own a router, then you can easily mute all routing functions, thus this would act as a modem only. But, before getting this gem of technology, I would suggest checking with your DSL provider to see if this device will work with their lines/system.
