No, the Oculus will not work with XBox kinect - it needs to use a computer to work.
She is likely thinking of the PlayStation VR which works with the PS4 console, a different but similar gaming console by Sony instead of Microsoft (XBox).

This will not work with Xbox. As of now the only 'dedicated' VR systems are for PC (Oculus Rift, HTC Vive) and PlayStation 4 (PSVR), with some cheaper 'non-dedicated' vr for cell phones (Gear VR, Google Cardboard). The Xbox does not have VR available for it at this time, but it has been confirmed there is one in the works. Hope this helps.

No. At present, there is no VR for the X-Box Kinect, and the Oculus requires a fairly powerful computer. Best option for inexpensive VR is the Samsung Gear VR, especially if you already have a compatible phone. Barring that, entry level for VR is just about $1k for the PS4 Pro and VR bundle.
