No, the Oculus will not work with XBox kinect - it needs to use a computer to work. She is likely thinking of the PlayStation VR which works with the PS4 console, a different but similar gaming console by Sony instead of Microsoft (XBox).

As of now the only 'dedicated' VR systems are for PC (Oculus Rift, HTC Vive) and PlayStation 4 (PSVR), with some cheaper 'non-dedicated' vr for cell phones (Gear VR, Google Cardboard). Best option for inexpensive VR is the Samsung Gear VR, especially if you already have a compatible phone. Barring that, entry level for VR is just about $1k for the PS4 Pro and VR bundle.
