“I can set this up and still be able to watch the videos even I'm not on the Wi-Fi? Like if I'm at work and wanna check on the pets or front door. Or will this only work when I reconnect to same Wi-Fi.”

As long as your Ring is linked to your home wifi you can live view the device from your phone's data using the Ring app.

I usually check on my dogs during the day while I am at work. Sometimes I use my phone's data plan (but not to often) or any free WiFi.

Be it your company Wi-Fi or your phone's cellular data plan like 4G LTE then you are good to go. Better to you use your company's Wi-Fi or a open Wi-Fi hotspot than using your phone's data plan as it will eat that up quickly so you want to avoid using your phone's data if at all possible. You aren't required to be on on the same Wi-Fi to operate and view camera just internet access. Just think of like your email you need the same access as that.
