Same happened to me. Xbox retained the titles and allowed downloading again on new hard drive

Unless the platters can be removed and put into a different drive, you MIGHT be able to access the info but you're looking at something that would take a computer pro to do and then it's not a guarantee. If the drive itself is just not turning on, maybe a wire has went bad in the electrical plug-in port. Sadly, chances are that you are out of luck.
